It is amazingly beautiful green and it does have the antennae serrate beginning with segment 4, but importantly the pronotum is lacking the pronounced backward lobe typical of the genus Agrilus. Any ideas? My best guess is the cedar borer (Trachykele blondeli) as it matches these photos and the bugguide.net/node/view/18046 and bugguide.net/node/view/1066364 and Andries associated the discovery with a cypress tree.
