I went hunting with the dog this morning. It rained, but we were in pretty heavy understory, so we didn't get too wet. We found this large yellow mushroom (3 or 4 of these in one area) and my guide (Mushrooms of the Pacific Northwest) almost matches this exactly for Stropharia ambigua. The guide even mentions the edge often being hung with white veil remnants. Here's a link to an image of this same species:
